A method for transmitting uplink ranging signals is provided in the invention, which includes that: step 1: a base station obtains the number N of user equipments that prepare to transmit uplink handover ranging signals to the base station in the range of a determined wireless frame; step 2: the base station compares the number N of the user equipments with a determined natural number M, if N is larger than M, the base station additionally allocates dynamic ranging channels in the wireless frame, and transmits information indicating the dynamic ranging channels in the downlink part of the wireless frame, wherein the determined natural number M is not larger than the maximal number of user equipments permitted to multiplex in the same ranging channel; step 3: the user equipments obtain the information indicating the dynamic ranging channels and select dynamic or regular ranging channels randomly to transmit ranging signals. A system for transmitting uplink ranging signals is also provided in the invention. With the invention, interference between different user equipments and contradiction probability of uplink ranging can be reduced effectively, and thus it is ensured that the terminals obtain uplink synchronization rapidly, and the power consumption of terminal batteries is reduced at the same time.
