<P>PROBLEM TO BE SOLVED: To reduce a processing amount and a delay amount while deterioration of accuracy of inter-prediction is suppressed when motion compensation processing with fraction precision is to be performed on inter-prediction. <P>SOLUTION: When positions of pixels in a prediction image in inter-prediction in a horizontal direction and a vertical direction on a reference image is a fraction pixel position which is not a 1/2 pixel position, a reference image reading portion 41 reads prescribed reference pixels including reference pixels arranged in two orthogonal oblique directions. An FIR filter 42 operates the pixels in the fraction positions in the reference image as the pixels of the prediction image by using the prescribed reference pixels which are read.
