<P>PROBLEM TO BE SOLVED: To express a prediction image signal with less overhead and to provide motion compensation with different pixel accuracy. <P>SOLUTION: The moving image encoder 20 includes: motion vector detecting means 32 detecting a motion vector of a prescribed region being an encoding object in a frame image; predicting means 33c predicting the motion vector in the prescribed region being the encoding object by using the motion vector in the encoded prescribed region in the frame image; determining means 33d determining whether the motion vector detected by the motion vector detecting means 32 is a prescribed motion vector which is set in accordance with the motion vector predicted by the predicting means 33c; and switching means 33e switching a calculation method of a motion compensation value of the prescribed region of the encoding object between when the motion vector detected by the motion vector detecting means 32 is the prescribed motion vector and when it is not the prescribed motion vector. <P>COPYRIGHT: (C)2012,JPO&INPIT |
