Disclosed in the embodiments of the invention are a data transmission method and a user device, which are applied to communication technology field. In the data transmission method of the embodiment of the present invention, the user device sends semi-static dispatching business data to be transmitted through an uplink data channel according to bearing information when determining that current transmission time interval (TTI) has semi-static dispatching resources according to the bearing information. As the bearing information in the embodiment does not contain other business information beyond the semi-static dispatching business, the transmitted data is sure to be the semi-static dispatching business data in the bearing information when there are the semi-static dispatching resources, and the semi-static dispatching resources can not be occupied by other business data so as to ensure the transmission quality of the semi-static dispatching business data.
