Thereafter, an electric energy derivation part 71 derives physical quantity of gas at an inlet of a gas turbine and a steam turbine, the physical quantity of gas at an outlet of the gas turbine and the steam turbine and electric energy generated by the exhaust heat recovery device based on a parameter concerning the exhaust heat recovery device, and an exhaust heat recovery device controller 72 controls the exhaust heat recovery device based on the derived electric energy.
