<P>PROBLEM TO BE SOLVED: To provide a secondary battery cell having a configuration and a structure which allow states of secondary battery cells in a battery pack to be accurately and easily detected, and to provide a battery pack and a power consumption device. <P>SOLUTION: A secondary battery cell 20 of the present invention comprises an integrated circuit (IC chip) 60 having a measuring function for measuring a battery state.
