The arrangement (1) has a resistant element provided with outside accessible supply terminals (3, 3'). The resistant element is thermally contacted with a cooling body (4). The resistant element is constructed by multiple serial or parallel interconnected partial sub regions, where each region is partly in thermal contact with pipe lines (5, 5'). The sub regions are arranged partly within the pipe lines and surrounded by medium such as water, water glycol mixture, cooling oil or sol medium. The cooling body is made of metal or metal alloy such as aluminum, copper or stainless steel. An independent claim is also included for a circuit device comprising a storage unit for storing electric power.
