摘要 <P>PROBLEM TO BE SOLVED: To provide an illuminating device that is high in light extraction efficiency and low in manufacturing cost. <P>SOLUTION: A structure whose inner surface includes a region being in a minus Fresnel lens shape, and a high refractive index material layer tightly contacted with the inner surface, are provided to an illuminating device. In addition, the high refractive index material layer becomes in a Fresnel lens shape in a region tightly contacted with the inner surface. Thereby, a light extraction efficiency of a surface light emitter provided on the structure via the high refractive index material layer can be improved. At least the minus Fresnel lens shape of the structure is filled with the high refractive index material layer, thereby, a surface including the region being in the Fresnel lens shape is provided at an interface with the structure. Thus, in the illuminating device, the usage of the high refractive index material layer can be reduced.
