Provided are a gateway device, a system, and a method, whereby burden on a configuration node in a backbone network can be reduced without significantly changing existing packet communication devices. A gateway device (GW: 103) disposed between a base station (102) and a backbone network monitors communication signals transmitted from a terminal device (101) via the base station (102), and in the case where there is no specified information in the communication signals, the gateway device outputs the communication signals to an SGSN (106) of the backbone network, and in the case where there is the specified information in the communication signals, the gateway device transfers the communication signals to an external network (110).
