The present disclosure relates to an image processing device and method whereby it is possible to merge blocks in motion compensation in the time direction. Provided is an image processing device comprising: an assessment unit which assesses whether motion information of a current block which is an object of processing matches motion information of a collocated block which is positioned in the temporal periphery of the current block; and a merge information generation unit which, when a match is assessed by the assessment unit, generates temporal merge information which designates the collocated block to be a block which is temporally merged with the current block.
