PURPOSE: A laminate and lithium-containing magnesium oxide powder are provided to reduce a firing potential for a long time by laminating lithium-containing magnesium oxide powder on the surface of a dielectric protection layer. CONSTITUTION: A pair of discharge electrodes is formed on a transparent substrate(11). The pair of discharge electrodes is respectively composed of a transparent electrode and a bath electrode. A dielectric layer(15) coats the pair of discharge electrodes. A dielectric protection layer(16) is laminated on the pair dielectric layer. Lithium-containing magnesium oxide powder(17) is laminated on the surface of the dielectric protection layer. The contents of lithium of the lithium-containing magnesium oxide powder is a range of 7-800μg to magnesium oxide 1g.
