<P>PROBLEM TO BE SOLVED: To provide a composite polymer electrolyte membrane of a basic polymer for a fuel cell and a strong acid having improved proton conductivity and mass productivity. <P>SOLUTION: A method for manufacturing a polymer electrolyte membrane 12 comprises the step of immersing a basic polymer such as polybenzimidazole in a strong acid of sufficient concentration for impregnating the basic polymer with 6 or more molecules of the strong acid per repeating unit of the polymer at temperatures of 30°C or higher for 5 hours or less.
