A base station has a connection processing unit, a resource-amount measurement unit, and a user-terminal-to-disconnect selection unit. The connection processing unit performs both of the following: connection processing between the base station and user terminals registered in a user-terminal registration unit; and connection processing between the base station and user terminals other than the user terminals registered in the user-terminal registration unit. The resource-amount measurement unit measures the amount of resources in use by the base station. If the amount of resources in use by the base station as measured by the resource-amount measurement unit is greater than or equal to a predetermined threshold, the user-terminal-to-disconnect selection unit selects, from among the user terminals other than the user terminals registered in the user-terminal registration unit, a user terminal whose call to disconnect. The connection processing unit severs the connection to the user terminal selected by the user-terminal-to-disconnect selection unit.
