PURPOSE: A sampling device for a lower forepeak tank with a inert gas charging pipe and a manufacturing method thereof are provided to rapidly and safely make sampling of ballast water circulated in a lower forepeak tank without draining the ballast water of an upper forepeak tank. CONSTITUTION: A sampling device for a lower forepeak tank with a inert gas charging pipe comprises a hole(11), a tubular body(12), a hatch(13), and a hinge. The hole penetrates through the top of an inert gas charging pipe. The tubular body is joined to the hole. The hatch is located on the top of the tubular body. The hinge couples the hatch and the tubular body.
