PURPOSE: A light emitting device and a lighting device are provided to improve light extraction efficiency of a light emitting device by preparing uneven formation on an interface between a first organic resin film and atmosphere. CONSTITUTION: A first glass layer(101a) is formed on a first organic resin layer(100a). A light emitting device is formed on the first glass layer. The light emitting device includes an organic light emitting layer which is interposed between a first electrode(103) and a second electrode. The second glass layer is formed on the top of the light emitting device. A second organic resin layer(100b) is formed on the second glass layer while contacting the second glass layer.
