PURPOSE: A floor structure of an EMP(electromagnetic pulse) protection facility and a construction method thereof are provided to protect a plate arranged under a steel plate from high-temperature heat generated during a welding work. CONSTITUTION: A floor structure of an EMP protection facility comprises a moisture proof paper, an electricity insulating material(110), fireproof tapes(120), and multiple steel plates(130). The electricity insulating material is arranged on the moisture proof paper. The fireproof tapes attached on points of the electricity insulating material corresponding to the joints of the steel plates. The steel plates are arranged on the electricity insulating material and welded to each other.
