PURPOSE: An apparatus and method for transmitting and receiving using visible light communication is provided to transmit data of LED light source unit as 2D data code and to decode it, thereby increasing information. CONSTITUTION: A code generator(111) converses received data to two dimensional data according to a decided code format between a transmission device and a receiving device. A modulator(113) modulates two dimensional data code to generate a modulated signal. A plurality of light emitting diodes is arranged in two-dimensional form to emit light. A light source driver(1141) controls a plurality of LEDs according to the modulated signal.
