PURPOSE: A livestock excretion fermenting using rice chaff and a drying technology are provided to directly influence seeds by using rice chaff and wastewater from pig manure without using fermented microorganisms or artificial zeolite. CONSTITUTION: A drying technology and a livestock excretion fermenting method comprise the following steps: manufacturing rice chaff; fermenting a mixture of the rice chaff and wastewater from pig manure; drying the fermented mixture; and forming the dried mixture as compost. A compost manufacturing system comprises a chaff charcoal manufacturing apparatus(100) which burns rice hulls and manufactures rice hull charcoal, a mixing apparatus(200) which forms a mixture by mixing the rice chaff charcoal with the wastewater from pig manure, a fermenting apparatus(300) which ferments the mixture, and a drying apparatus(400) which forms fermented mixture into compost. A mixing ratio of the wastewater from pig manure to the rice chaff charcoal is 1:3.
