PURPOSE: An encoding motion information generating/restoring method and an apparatus thereof are provided to increase compression efficiency and to increase encoding efficiency. CONSTITUTION: A merge determining unit(210) determines whether to encode motion information after merging encoded motion information. It is determined whether motion information of a current block is matched with motion information of a merge candidate block. A merge motion information calculating unit(220) generates the encoded motion information. A direct motion information calculating unit(230) generates the encoded motion information.
