PURPOSE: A phosphorescent paint composition and a method for manufacturing are provided to enhance luminance of light, thereby increasing visibility of printing films. CONSTITUTION: A phosphorescent paint composition comprises a FET film(110), a phosphorescent film(120), a reflecting film(130), a printing film(140), and hot melt film(150). The PET film has a bonding layer in bottom surface which is capable of exfoliation and adhesion. The phosphorescent film consists of polyester which luminescence agents are coated. The reflective film is laminated in lower surface of the phosphorescent film. The reflective film coats reflexive material in which liquid polyurethanes and glass powder are mixed. The printing film is laminated in lower surface of the reflective film. In upper side of the printing film, print material is indicated. The hot melt film is laminated in lower surface of the printing film.
