PURPOSE: A method for controlling static model-based bit rate for H.264/AVC is provided to properly calculate bit rate for subject application and to minimize image distortion. CONSTITUTION: A method for controlling static model-based bit rate comprises: a step of calculating target bit amount to a present frame(S210); a step of determining quantization parameter to the prevent frame corresponding to the calculated target bit amount(S220); a step of encoding the present frame using the determined quantization parameter(S230); and a step of updating complexity weight using the determined quantization parameter(S240).
