The apparatus (100) has a base layer processing unit (101) for converting multiple elementary streams into packets to generate a transport stream. A synchronization unit (103) generates information of a reference clock program of the transport stream to the base layer based on a system clock time. A multiplexing unit (160) generates a broadcasting stream by multiplexing a broadcast transport stream of the base layer with a dummy package. A transmission processing unit (170) transmits the broadcast stream through a transmission channel.
