PURPOSE: A piling crane device for strengthening weak soil on the sea equipped with a sleeve structure for protecting a casing pipe and a method for strengthening weak soil using the same are provided to form a reinforcing column at an accurate position by preventing a casing pipe from being bent due to tidal current on the seabed of which depth is deep or the tidal current is strong. CONSTITUTION: A piling crane device for strengthening weal soil on the sea comprises a fixed sleeve pipe(80) and a movable sleeve pipe(90). The fixed sleeve pipe is fixed in the front end of a piling ship(10) by a joint structure(81) and a movable sleeve pipe vertically penetrates through the inside the fixed sleeve pipe. The movable sleeve pipe is connected by a wire rope(93) to be vertically moved along the inside the fixed sleeve pipe. A casing pipe(30) is vertically moved in the movable sleeve pipe.
