<P>PROBLEM TO BE SOLVED: To reduce deterioration of a picture quality in an area of a complicated picture and sending out of unnecessary encoded stream and to additionally reduce delay of encoding. <P>SOLUTION: An image encoder comprises: a code amount assignment part 2 which determines a code amount to be assigned to each slice of a picture to be encoded, in accordance with the code amount of the encoded stream at each slice of a picture the image data of which is already encoded; and a slice encoding order determination part 3 which determines an encoding order such that encoding is performed starting from the image data of a slice having a larger code amount determined by the code amount assignment part 2 and that the image data of a slice having a small code amount is encoded later. <P>COPYRIGHT: (C)2012,JPO&INPIT |
