<P>PROBLEM TO BE SOLVED: To provide a planar heater excellent in a cushioning property and durable strength capable, which can be produced without using a foam press-molding die. <P>SOLUTION: The planar heater comprises: a surface material 200; and a rear surface material 600 provided on a lower side of a heat insulation sheet 500 provided on a lower side of a planar heater unit 400, in which a heater wire 420 is arranged on a lower surface of a uniform heat sheet 410 coated with an adhesive 412 containing resin on both of upper and lower surfaces of a metallic sheet 411. In the heat insulation sheet 500, nonwoven fabrics 502 and 503 are adhered on both of upper and lower surfaces of a foam sheet 501.
