PROBLEM TO BE SOLVED: To improve an image quality after gradation correction by encoding with a small encoding distortion a portion assumed to expand gradation and encoding with a large encoding distortion a portion assumed to reduce gradation.

SOLUTION: A distortion calculation part 111 calculates distortion caused by encoding of each encoding path, and a distortion correction part 112 corrects the distortion in accordance with gradation correction characteristics performed on a reproduction image. A code amount calculation part 113 calculates the code amount of each encoding path, and an inclination calculation part 114 calculates inclination based on the relation between the corrected distortion and the code amount. A truncation point derivation part 115 derives a truncation point indicating the encoding path to be truncated, from each code block, on the basis of the inclination.
