<P>PROBLEM TO BE SOLVED: To determine entrance of a vehicle to a parking lot or exit from the parking lot at low costs. <P>SOLUTION: When a present vehicle travels over a step between a parking lot and a road, as an order of wheels getting over that step, it is determined whether a threshold value determination section 16 determines that a differentiation value of a wheel speed average value V of each wheel exceeds a threshold value.
