A light-emitting device is provided with a phosphor layer and a light-emitting element. The phosphor layer absorbs excitation light and emits fluorescence. The light-emitting element is provided facing the phosphor layer. The light-emitting element is configured so as to emit the excitation light and to transmit at least light corresponding to the peak wavelength of the fluorescence. The surface area of the phosphor layer surface which faces the light-emitting element is larger than the plan view area of the light-emitting surface of the light-emitting element which faces the phosphor layer.
