Disclosed in the present invention are a communication method, device and system based on converged mobile and fixed networks. The method comprises the following steps: a converged fixed network Number Portability Management System (NPMS) receives a request for querying routes and attributions of a calling number and a called number, wherein the request is sent by a converged transfer point; and after analyzing the calling number and the called number, the converged NPMS sends the route and attribution messages of the calling number and the called number to the converged transfer point. The converged NPMS uniformly maintains information of the calling number and the called number of a service layer and a routing layer. Therefore, when a fixed network number and a mobile network number request services, the converged NPMS carries out unified analysis and processing, thus avoiding the problem of inconsistent data resulted from the processing which is executed by two sets of systems separately.
