<P>PROBLEM TO BE SOLVED: To provide a communication system, communication method, and management device capable of performing switching between active and standby units in a short time, thereby preventing management information from being lost. <P>SOLUTION: A communication system 1 comprises: wireless devices 10a to 10c; an active system manager 30a and a standby system manager 30b that manage the wireless devices 10a to 10c; and a backbone router 20. The backbone router 20 transmits communication data received from the wireless devices 10a to 10c, to both the system managers 30a and 30b; and receives a response from one of the system managers 30a and 30b, to complete transmission processing of the communication data.
