<P>PROBLEM TO BE SOLVED: To provide a phospholescence illuminator etc., capable of facilitating photosynthesis of algae by effectively applying light to the algae while preventing photoinhibition. <P>SOLUTION: A phospholescent bead B includes: a base material whose thermal expansion rate is larger than that of a culture solution S for culturing the algae A and whose specific gravity to the culture solution S is adjusted so that the algae float or sink according to the temperature change; and a phospholescent material disposed at least in the surface or inside of the base material.
