A laser and infrared photon acupuncture instrument output head (2) and an acupuncture instrument. The output head (2) comprises a front cover (10), a middle cover (14), and a rear cover sequentially connected. The output head (2) also comprises therein an infrared PCB component (15) arranged at the front end thereof and a rear end laser PCB component (12) arranged at the rear end thereof, and a heat sink (8) arranged between the infrared PCB component (15) and the laser PCB component (12). The heat sink (8) is a metal heat sink having rapid cooling effect and prolongs the product service life; a protective mesh (18) is arranged on the front end of the front cover (10), for use in preventing a person from inserting a hand thereof and being burned by a bulb; four small flexible pieces (9) are arranged on the front cover (10), and corresponding grooves are arranged on an attachment (11) connected to a strap (3), allowing a convenient plugging and unplugging of the output head (2). The acupuncture instrument has arranged thereon the laser and infrared photon acupuncture instrument output head (2).
