<P>PROBLEM TO BE SOLVED: To ensure that an effluent pipe is free from buckling when water is drained from the effluent pipe during repairing work for dam effluent facilities, and to enable easy construction of timbering in the effluent pipe filled with the water. <P>SOLUTION: According to this invention, timbering 9 includes four block bodies 11-14, and a wedge body 10. The block bodies 11-14 hollow-structured are detachably incorporated annularly in the effluent pipe 2 together with the wedge body 10, and thereby being pressed against the circular-in-section inner face of the effluent pipe 2 to support the effluent pipe 2 at its inner face. As a result, according to the invention, the effluent pipe 2 is free from buckling when water is drained from the effluent pipe 2.
