<P>PROBLEM TO BE SOLVED: To provide a valve device having an outlet valve port which can be completely closed for a long period of time. <P>SOLUTION: A switching valve 1 includes: a valve seat 10 having an inlet valve port 11 through which fluid is supplied into a valve chamber 6 and an outlet valve port 12 through which the fluid is discharged; and a valve element 4 provided so as to freely open and close the outlet valve port 12.
