<P>PROBLEM TO BE SOLVED: To provide a fluorescent lamp capable of improving lighting characteristics by forming a protection layer of minute deposition, and reducing the generation of appearance failures, and to provide a manufacturing method of the fluorescent lamp. <P>SOLUTION: A fluorescent lamp 1 comprises a glass tube 10, a transparent conductive film 11, a protection layer 12, and a phosphor layer 13. The transparent conductive film 11 is formed on an inner surface of the glass tube 10. The protection layer 12 is formed on the transparent conductive film 11 by Al<SB POS="POST">2</SB>O<SB POS="POST">3</SB>(alumina) which has a particle diameter of 0.015 μm to 0.035 μm, and a specific surface area of 40 m<SP POS="POST">2</SP>/g to 50 m<SP POS="POST">2</SP>/g.
