The device (2) has multiple slats (9) more rotatably arranged and swiveled over circumference of an adjusting ring (8). The slats are partially and mutually overlapped with each other. The slats are more rotatably connected with an arm element (10). The slats are rotatably formed with a frame base body (4) of a fan device (1). The adjusting ring is formed with a drive motor (13) of the fan device. The fan device is provided with an outer frame (5) and an accommodator (6) i.e. inner ring, for accommodating the drive motor. The frame and the accommodator form an aperture (3) i.e. flow opening. An independent claim is also included for a vehicle comprising a shutter-and fan assembly coupled with radiator.
