PROBLEM TO BE SOLVED: To solve the problem that the number (frame rate) of difference images to be generated and transmitted to a conference opposite party declines since it takes waiting time before starting processing of generating the difference images, because images projected by a projector are photographed by a video camera after the waiting time until the images are stabilized and an image processor generates the difference images on the basis of the photographed images and transmits the generated difference images to another point.

SOLUTION: A first image processor includes: image change determination means for determining whether or not there is change in the luminance of pixels of photographed images photographed by an image photographing device; and transmission control means for controlling the transmission of difference image data indicating the difference images to a second image processor on the basis of the change in the luminance determined by the image change determination means.
