PROBLEM TO BE SOLVED: To provide nonsubscribers as well as subscribers of a navigation service with a map information distributing and route guiding service within an appropriate range. SOLUTION: This navigation system 10 is equipped with: a registered member database 37; a POI (Point of Interest) information database 36 for storing POI information including a particular spot ID for indicating an object to be provided with the route guiding service; a member determining means 32; a process request storing means 38 for storing a process request transmitted from a terminal device 20 based on link information including the POI information; and a POI determining means 33 for determining whether the particular spot ID is included in the POI information included in the process request. The member determining means 32 determines whether the process request is issued by a registered member, and accepts a guidance route search for considering a destination as a POI corresponding to the particular spot ID if the POI determining means 33 determines that the particular spot ID is included in the process request and the member determining means 32 determines that the process request is issued by a non-registered member.
