PROBLEM TO BE SOLVED: To provide a stiffener capable of definitely stopping the propagation of brittle fracture generated in a welded portion of a vertical member without overdesigning a welded structure which is manufactured by T-joint-welding the vertical member formed by butt-welding steel plates to a horizontal member. SOLUTION: The plate thickness t(mm) of a stiffener 3 and the distance a(mm) between the stiffener 3 and a horizontal member 2, are adjusted by using a formula, Keff(N/mm<SP>1.5</SP>)=980.665[(9.10×10<SP>-4</SP>×t-1.15)a+563], in such a manner that the value of Keff, effective stress intensity factor, becomes not more than the value of Kca, brittle fracture propagation stopping stress intensity factor inherent in the horizontal member 2, at the position where brittle fracture generated at an edge of a side, which is not welded in a T-shape in a butt welded portion 4 of the vertical member 1, propagates in the butt welded portion 4, passes through the stiffener 3 and reaches the horizontal member 2.
