PURPOSE: A cooling and dust removing device is provided to maintain the flow rate of gas provided from a second storage space suitable for a set condition by reducing the water level and pressure in the second storage space in the event of overload. CONSTITUTION: A cooling and dust removing device comprises a body(200), a suction unit(300), an atomizing mechanism(400), and a water pressure reducing mechanism(700). The body comprises first and second storage spaces(210,220) connected to each other, an exhaust port(202), and a suction port(201) which is connected to the exhaust port and provides a suction force. The atomizing mechanism connects the first and second storage spaces and sprays fine gas bubble into the water in the second storage space by forcing the water and gas in the first storage space to the second storage space and sprays fine gas bubbles in the water of the second storage space. The water pressure reducing mechanism is connected to the second storage space and reduces the water pressure in the second storage space by discharging water to increase the amount of gas flowing into the second storage space while the suction unit is converted into an overloaded state.
