PURPOSE: A touch panel and a flat panel display device using an organic light-emitting layer is provided to enable users to secure the visibility and readability of the touch panel by including a light source. CONSTITUTION: A touch panel comprises the following: an installation substrate including an active area and an edge area; plural lower electrodes formed on the active area; an insulating film formed on the lower electrodes; plural upper electrodes formed on the insulating film, and electrically connected to the lower electrodes; and an organic light emitting layer(180) formed around the edge of the substrate for emitting light.
