PURPOSE: A device and method for measuring speeding are provided to reflect the status of a road surface by measuring a different regulation speed based on the status of the road surface. CONSTITUTION: A road surface sensor(110) is arranged on a road surface. At least one sensor node(140) is arranged on the road surface. A regulation speed is determined based on the status of the road surface sensed by the road surface sensor. |
