The installation has a floating mass (16) coupled to a driveshaft (27) and with a mechanical energy recuperating shaft via a clutch (29) i.e. unidirectional rotary coupling pinion. An air chamber (19) is equipped with upstream and downstream valves (21, 23) that are located respectively in upstream and downstream of a fall place of the mass. A control unit is arranged to operate successive cycles of opening and closing of the valves to drive raising of the mass in a tank (15) by raising of water level in the tank and releasing of the mass with recovery of energy.
