The applicator (2) has an applicator member (8) extending along a longitudinal axis (X), and a gripping member (5) connected by a rod (7) to the applicator member, where the applicator member is rotatable about a number of unlimited revolutions with respect to a portion of the gripping member. A brake is provided for a user to stop the rotation of the applicator member with respect to the gripping member, where the brake is operated by manipulating the gripping member. The applicator member is connected to a rotary part of the gripping member. An independent claim is also included for a method for performing make-up of eyelashes or eyebrows by an applicator.
