<P>PROBLEM TO BE SOLVED: To solve the problem that, although a sediment fall prevention plate is conventionally provided to an earth carrying barge for preventing excavated earth from falling into a clearance between a pollution prevention frame installed in a water area and the earth carrying barge, the excavated earth falls and thus causes pollution outside of the pollution prevention frame as the earth carrying barge and the pollution prevention frame may separate from each other over a control range of the sediment fall prevention plate. <P>SOLUTION: A device provided to an earth carrying barge, for approaching a pollution prevention frame, comprises: a steel material with a desired length pivoted at its one end so as to be tiltable in a vertical direction; and a means for tilting the steel material.
