<P>PROBLEM TO BE SOLVED: To provide a base station controller of a radio communication system in which a mobile station is capable of being synchronized with a base station of a switching destination as soon as it determines to switch the base station. <P>SOLUTION: The base station controller in the radio communication system including a plurality of base stations, a mobile station and the base station controller includes: means for selecting an optimum base station as a new present base station on the basis of control signals received from the respective base stations; and means for transmitting control information including synchronization information related to the selected base station to the present base station. A radio communication method of the base station controller in the radio communication system including the plurality of base stations, the mobile station and the base station controller includes; a step of selecting the optimum base station as the new present base station on the basis of the control signals received from the respective base stations; and a step of transmitting the control information including the synchronization information related to the selected base station to the present base station.
