<P>PROBLEM TO BE SOLVED: To provide an economical and inexpensive electromagnetic coupling device. <P>SOLUTION: A punched hole 11a arranged in the center of an armature 11 and an armature hub 13 are formed in a noncircular shape of the same shape. The armature 11 and the armature hub 13 connected via a leaf spring 12 each other are mutually displaced in a peripheral direction from a phase where the outer shape of the armature hub 13 and the inner shape of the punched hole 11a coincide with each other.
