<P>PROBLEM TO BE SOLVED: To solve the problem of the conventional image delivery system in which a delivery bit rate to a reception terminal is largely changed by receiving the influence of a change in an image data amount with encoding. <P>SOLUTION: An image delivery system includes a real-time encoder 10 and an image delivery server 20. The real-time encoder 10 encodes image data, packetizes the data, and outputs the packet by a set fixed bit rate.
