The device comprises an interface (110) for operating a first bi-directional data transfer connection with a controllable laser (16) and a laser beam controller (18), user controller (120) for entering and representing control commands and/or -sequences of instructions and for monitoring and/or controlling of operation and/or the operational condition of the laser material operating- and measuring device, and a unit (130) for simulating the operation of the operating- and measuring device and/or the user controller if the device is not operational and/or not connected to the interface. The laser beam controller is intended for adjusting the focus range of a head portion of the laser beam in three directions in a biological tissue. The device further comprises an input unit for entering the control commands and/or -sequences of instructions, and/or information related to the operation and/or operational condition of the operating- and measuring device, a unit for indicating input masks of the input unit, a program library for providing control instructions and/or -sequences of instructions at the interface, and a trigger for the laser beam controller. The simulation unit comprises a test unit to simulate the data transfer functions of the laser beam controller. A bi-directional data communicator is required in an actual operation of a complete system comprising the device. The interface is formed with the control unit to operate a second bi-directional data transfer connection. The control unit comprises a user switch for enabling or disabling the laser beam controller. The test unit comprises the simulation unit for system-specific input unit, the simulation unit for an energy alteration of the laser beam, a display unit for a charging state of a radiation sequence instruction, and an indicator unit for a beam control release information. The simulation unit simulates various operation of the laser material operating- and measuring device such as: adjustment and/or checking basic adjustments; predetermined calibration types of the device; predetermined beam controlling test of the beam controller; predetermined surgical operations; predetermined beam deflection functions; predetermined service functions of the device; output of error codes e.g. error code data; monitoring and/or keeping predetermined limits of operational parameters e.g. threshold data value; input and/or output of predetermined system operation parameters; and output of predetermined system status parameters. The predetermined beam control test and/or the predetermined beam deflection functions comprise a beam control process for a bed section and for a side section. The predetermined material processing operations are predetermined surgical operations and comprise a normal flap section, an elliptic flap section, a flap ring section, a flap section and/or keratoplasty. The predetermined beam deflection comprises a Z-aspect ratio function and an inclined plane function. The predetermined service functions comprise a function for executing and/or intersecting a test circle and/or a function for adjusting series of axial position alterations of the focus area of the laser beam. Independent claims are included for: (1) a computer program product with computer programme instructions; (2) a laser material operating- and measuring device; and (3) a method for operating a laser material operating- and measuring device.</p>
