PROBLEM TO BE SOLVED: To provide a base station controller that implements power saving of a base station which is available to a specific user terminal.

SOLUTION: In a radio communication system having a first base station and a second base station which is one of subordinates of the first base station and is available to a specific user terminal, a base station controller connected to the second base station and a switching station comprises: a power supply state acquisition part acquiring the power supply state showing whether power supply of the second base station is on or off from the second base station; a utilization state acquisition part acquiring the utilization state of the second base station by the specific user terminal from the switching station; and a control part controlling on and off of the power supply of the second base station based on the power supply state and the utilization state.
